Can you build an ADU in Taunton?
Taunton is the one town here where the binding constraint is not zoning at all. The Board of Health's ADU regulation treats every ADU as new construction under Title 5, and one clause in it can turn a straightforward project into a full septic replacement before you are allowed a building permit.

Two rules do the damage. First, no system built before the current Sanitary Code may be expanded on or used for an ADU, which on an older Taunton property means a new system, not a modification of the old one. Second, the Title 5 inspection has to happen before the disposal works permit, and if it fails or passes conditionally the whole system must be brought into compliance before you are issued a building permit for the ADU. So the sequence is not build-then-worry. It is inspect, replace if needed, and only then build. On a septic lot that can be tens of thousands of dollars arriving before the first stud goes up. A sewered lot avoids nearly all of it, which makes the sewer question the first one to ask about any Taunton property you are considering for this. The city separately amended its zoning on 11 March; confirm the zoning side with the Planning Department, because we have not verified that text directly.
An ADU takes a single-family and makes it a two-unit, which changes the monthly arithmetic completely. It also costs six figures to build, which most articles skip. Run both against Taunton's real tax rate.
